JICA 2022 Knowledge Co-Creation Program (KCCP) ‘Human Resource Development for Creating Tourism Destination for Sustainable Tourism’

This training is a program carried out by PREX as commissioned by JICA Kansai in Japan (with 9 participants from 9 countries) for tourism officials from developing countries.
The program introduces the policies, legal systems, and support (subsidy) systems of national and local governments in Japan for development of tourist areas. It also introduces the role of regional organizations such as DMOs. Participants can gain an understanding of these areas, and then draw comparisons with their home countries, and create an action plan for the development of a possible tourist area and the training of human resources to be responsible for said plan.

This five-week training is not only lecture based, but also introduces many observations and experiences through case studies of areas that have been successful in attracting tourists from overseas where the development of tourist areas that make use of local resources in environments where development is restricted. The main case study introduced is the Tajima area, centered on Kinosaki Onsen, along with a case study on Asuka Village, and Naruto City, where they were successful in increasing the non-resident population and were able to revitalize the region by developing facilities (roadside rest areas) to accommodate this change.

Each week during the training period, participants could ‘reflect’ and share what they had learned. The scale of the economy and tourism resources varied between the countries of the participants, but under the guidance of course leader and professor at Takushoku University’s Faculty of Political Science and Economics Department of Economics Professor Yamamoto, they formulated an action plan based on the characteristics, strengths, and weaknesses of each respective country.
This training appears to have deepened their understanding of Japanese culture, life, and the characteristics of Japanese companies after spending approximately one month in Japan. This program was created with the hope that the participants would create a concrete action after returning to their respective home countries.
