“Regarding the implementation the Plan

1. 1. Speaking about information related to the Periodical report I got from the seminar.

As I have said you before I submitted on our State energy supervisory committee the information based on Japanese experience on collecting data from enterprises which consumption exceeded 1500 (3000) kl of crude oil eq. and giving them necessary recommendations (these enterprises must reduce their energy intensity by 1 % per year according to the Law) and etc. Some discussions on this topic have been done. Also, such experiences of other countries were discussed.

And now the Committee is ready to consider its new vision of above mentioned activity at a Ministry level (with Minister particularly).

This is very important for our country because due to our Law Ministry should organize such activity in Kazakhstan until 01.01.2013 (our company is directly involved in this preparation).

And I think that the most interesting thing is that in case of Kazakhstan it is better to use Japanese experience, because as far as I know Kazakh Law has as many items in common with Japan Law as no other country has:

1. Only Kazakhstan and Japan implemented the obligation for enterprises (with more than 1500 (3000) kl energy consumption) to implement energy management system ( to appoint energy manager)

2. Only Kazakhstan and Japan implemented the obligation for enterprises (with more than 1500 (3000) kl energy consumption) to reduce their energy consumption (in Japan: it is 1% per year: In Kazakhstan this amount of mandatory reduction is determined after passing energy audit)

3. Only Kazakhstan and Japan implemented the obligation for enterprises (with more than 1500 (3000) kl energy consumption) to submit the periodical report and medium-term plan every year

This is crucial for us because the convenience of using the overseas experience depends on presence of those 3 points in the overseas Law of energy saving. (Please, find in the file attached to this letter our New Energy saving act and Complex plan on energy saving in English)

This is my point of view (which I describe in the information submitted to the Committee). However, despite of the fact that Ministry could have different opinion, the step has been done and I delivered my knowledge gained through the training in Japan to our Executives (the Committee).

2. 2. Speaking about visualization which I learned about through the visiting Omron.

I have already visualized many processes in my company despite of their size (small or large).

For instance, just to describe how it was useful for, the simple process: “publication the news on our website”. We often do not have enough time to do this due to lots of tasks. But after visualization we learned every our mistakes which take a lot of work time. Now, there is no problem, we even forget that we publish the news (and other information) because it seems that news and other information go to our web-site by themselves.

I showed this simple example to everyone in my work. Believe it or not, this example has a good influence, because now most of colleagues try to draw it’s every action.

3. 3. After some descriptions of Japanese experience to my colleagues, they also understand that it is better and rational to use overseas experience and to improve it (to adapt in our country) like Japan done at the beginning of its development, than to design it again.
