Several people who have experienced JICA seminars in Japan were chosen as Cabinet members in the results of the November 2013 presidential election in Maldives. Appointed minister of Economic Development was Mohamed Saeed, a former PREX seminar participant, who had attended the fiscal 2006 “JICA Training Course in Immigration and Control Administration.”
PREX implemented the seminar with the cooperation of the Osaka Immigration Control Bureau. Taking part that year were 19 people from the 12 countries of Cambodia, China, India, Indonesia, Kazakhstan, Mongolia, Myanmar, Nepal, the Philippines, Sri Lanka, Tajikistan and the Maldives. We recall that the group work, where the mutual experiences among the participating countries could be learned, was extremely lively. Mr. Saeed was a man of very keen sensibilities, being a senior official of his country’s immigration control bureau and an immigration officer. The participants visited the Port Bureau of the City of Osaka, the Osaka Immigration Control Bureau and Osaka Prefecture Passport Center, among other destinations. While gaining a deep understanding of the legal systems, administrative management, duties and technologies of Japan’s immigration control administration, the participants at the same time deepened their exchanges with their fellow seminar members toward building a network among themselves. We are happy to learn that the information on Japan and exchanges with participants from other countries gained from the seminar are one of the sources of Mr. Saeed’s current activities.
