This training program was a training visit to Japan conducted as part of the JICA technical cooperation project currently underway in Bhutan, titled “The Project for Promoting Inclusive Participation Leveraging Community Engagement Platform (CEP).” Under this project, the “CEP” was established as a mechanism for residents to collaborate on community development—modeled after the “Jōkai,” a self-governing organization found in Japanese villages—to support decentralization in Bhutan. During the approximately three-week training program, the participants—who play key roles in CEP activities in their communities—learned about the process of resident-led problem-solving through interactions with members of neighborhood associations, “Jōkai”, in Tokushima Prefecture. They also observed the activities of residents and businesses engaged in community development that leverages local resources, deepening their understanding of community-led regional development through a combination of lectures and on-site learning. At the conclusion of the training, each participant developed a concrete action plan to implement in their own communities.
