Promoting the challenges of energy saving for a country with abundant natural resources

We received an action report from Mr. Koshkarbayev, who in Japan had learned about policies for establishing and promoting energy conservation and awareness policies for citizens, shortly after he had returned home. Firstly, he proposed to Kazakhstan’s Energy Supervisory Committee the idea of collecting data on consumption volume from companies whose energy consumption exceeds set amounts, and then giving advice to such companies on reducing their energy consumption. The proposal is currently being studied at the ministerial level.

Kazakhstan is said to benefit from using Japan’s energy-conservation experience, as Japan’s energy conservation law and Kazakhstan’s law share many of the same issues. The country has started to put into practice the visualization of energy consumption at the workplace and Mr. Koshkarbayev has apparently reported to his colleagues about his experiences in the seminar. Kazakhstan has cited energy-conservation promotion as one of its national objectives. However, as the country rich in natural resources, the level of interest among the people in energy conservation is low and many issues still remain. But in the meantime, I would like to see support from Japan so that he can be sure to continue his stance of being able to utilize things learned in Japan, even by utilizing the small things.

At his seminar, Mr. Koshkarbayev, center, describes the state of energy conservation in his country, together with seminar participants from China and Sri Lanka.
